What is the National Game Insurance Scheme (NGIS)?

In 2011, The FA set out to raise the standards of insurances that could be made available to its affiliated members, to enable access to a uniformity of cover across the grassroots game that hadn’t been seen before.

The overarching objective for the NGIS has been to ensure that insurance products, specifically tailored to the needs of grassroots football, could be made available to all.

In 2012, Bluefin Sport was appointed by The FA to deliver the NGIS.

The NGIS provides two core covers – Public Liability and Personal Accident.

It is compulsory for all affiliated clubs to have public liability insurance and all affiliated teams to have personal accident insurance.

When affiliating to Worcestershire FA via the Whole Game System, Clubs may choose to opt-in to the NGIS public liability insurance.

Clubs can also opt-in to the NGIS personal accident insurance via your County FA affiliation, and select the level of cover required from the options available.

If you require additional cover, such as Physiotherapy treatment and Dental treatment, this can be purchased from Bluefin Sport online, or by completing an application form and returning it to them in the post, with a cheque in remittance of the premium payable.

Clubs have the option to purchase the compulsory insurances either via the NGIS or elsewhere. Other products are available and independent advice can be sourced from a licensed insurance broker.

Player Personal Accident


Player Personal Accident insurance is available for adult and youth teams and protects players, committee members, managers, trainers and club officials  in the event of an accident arising from football activities.  Benefits include: -


  • Accidental death
  • Life cover
  • Permanent total disablement
  • Loss of sight, limbs, speech, hearing
  • Hospitalisation
  • Dental expenses
  • Monthly Temporary Total Disablement – albeit the payments are arranged on a weekly basis once a fourteen day waiting period has elapsed
  • Broken bone benefits


Player Personal Accident Insurance is mandatory for all teams and there is a minimum level of cover required by Worcestershire FA. We recommend that you look at the range of benefits on offer as you may wish to upgrade your teams cover.  

Legal Liabilities (including Public Liability) 


The Countycover scheme is available to affiliated clubs and leagues affiliated to the Association, this package extends to protect Club/League officials whilst they are acting in their official capacity on behalf of their Club/League. The Countycover package automatically extends for Referees who are primarily affiliated with our Association. Cover is arranged by the association as a group policy, so premiums are more affordable. This allows you to purchase the cover at a much cheaper premium, whilst you also benefit from the wider cover of a policy that has been designed specifically with grassroots football in mind.


Five elements of cover in one unique package  

  • Public Liability- £10,000,000
  • Employers liability- £10,000,000
  • Officers and committee liability- £5,000,000
  • Professional indemnity- £10,000,000
  • Cyber Liability- £250,000 


Countycover automatically includes cover for Legal Defence costs up to £100,000 in respect of a Player-to-Player claim, subject to acceptance by the insurers. 


  • Please note that the Countycover products are only available to clubs and teams participating at steps 5 and below. If your club or one of its teams plays at Step 4 and above, please contact Bluefin Sport as they can provide a separate quotation. 
  • Cover is not provided for the operation of a licensed premises. This element of cover is usually provided under a commercial combined insurance policy.  Please contact Bluefin Sport for a separate quotation. 

Cover is purchased through the Whole Game System when you affiliate to Worcestershire FA. 


The Whole Game System will record your purchase and Worcestershire FA will send your Evidence of Cover to you once payment has been received and your application has been accepted.
